Personally I think the Vex is still better. It literally melts anything you shoot at. It hits pretty damn hard for what it is and it fires insanely fast, think a faster firing, harder hitting SUROS. However, it does suffer from low ammo capacity and it's not a hit scan weapon can be an issue at times. Hawkmoon is really nice too though, it's probably the hardest hitting primary in the game with really good range, but to me it feels a bit weird. If you're not timing your shots slowly the recoil is pretty bad and any missed shots is a lot of wasted damage. To me handcannons are fun but they seem like they're slowing the pace of the game down since you have to shoot in intervals. =/ Aesthetically, they both look and sound really cool but the Vex looks and sounds a bit more unique if you know what I mean while the Hawkmoon is a bit more plain and simple.
