He's honest... A 300 weapon does the same damage in crucible as the 331 counterpart. However in a level 30 strike or something the 30 might do 851 damage the 331 might do 974 (Just a proof of concept) But in crucible the 30 will do 60 damage The 33 will do 60 damage All crucible stats are equalized accept iron banner and trials of Osiris.

Scout and hand cannons have higher impact any way. Suros vs. Other autos downs hard raid enemies in less than a clip. while the other bullet hose auto rifle is on its second clip and still huffing and puffing.

Well impact is more of a representative, it's good to find middle ground. I know the lowest impact pulse rifles have some of the highest DPS amongst light weapons. And not everybody likes Cydonia 24/7 I prefer my B-line trauma over higher impact scout rifles in PvP and PvE. Basically impact is a stat to represent what you want your playing style criteria to fulfill.

Fair enough, prefer mida to other scouts as per your example. But for pulses, i want at least red death impact post changes.

It's pretty well known. Attack has no effect in crucible only impact.

Is the impact stat equal across all weapons? Does a Hand Cannon with the same impact do the same damage as an AR? Does that happen? What's the base?
