I have both The Devil You Know and Don't. TDYK is maxed at 300 and TDYD is sitting at 306/331, yet TDYK still does more damage.
TDYD has felt underpowered since I first got it from an engram a few days ago, but I hadn't actually tested it until today.
While on Earth I tested them both out and noticed that TDYD does significantly less damage, even though it's at 306, compared to TDYK's 300.
On a lvl 2 Shank:
TDYD- 133
TDYK-146
Lvl 2 Vandal crit shot:
TDYD- 398
TDKY- 446
I thought that maybe the level scaling was affecting it in some way so I went and tried it on some level 18 yellow enemies.
Lvl 18 yellow Acolyte:
TDYD- 490
TDYK- 529
Again, giving it the benefit of the doubt, I figured I should try it on level 30 enemies.
Lvl 30 Thrall crit:
TDYD-1338
TDYK- 1505
Now, I know that once I max out TDYD it'll do more damage than the TDYK, but it already has more attack power yet still does less damage which means that the damage calculation is off and it's not putting out as much damage as it should be.
(On that note; Really, Bungie? A 5 round clip with Clown Cartridge and no field scout perk? It seems like the 1969 from the crucible and TDYD should swap perks with each other.)
I haven't tried this with other weapons yet, but if it's happening to one then I'm sure there are others as well.
Anyways, hopefully this gets seen and fixed soon. For now I'll just stick with The Devil You Know. Thanks for reading and please bump so this can get addressed sooner than later.

Compare them in your inventory. I believe TDYK has higher impact. That's why it is currently doing more damage. Impact is how much damage each individual bullet does.
