Leveling with the vanguard or factions is a good way with what level you are at. So check out what gear you want then focus on leveling with them by doing bounties and patrols. Only pick a faction of you do crucible. And if you do, wear their class item so the bounties count towards rep with them. If you can manage it, nightfall is great for loot. Though, it's only once a week.

You can get lucky and receive a legendary engram by killing things, completing stikes for a chance at gear, nightfall, daily, crucible, and also getting to rank 2 in any factions group for armour and rank 3 for weapons. There are much more ways to receive legendary/exotic gear.
