They are testing addiction strategies around random reward based game play, leveling strategies, etc. To assess which will hook a player in a game with alnost no content. Then in Destiny 2 the fees will come. It's a business. There are some great elements to Destiny but without the rng people wouldn't be playing raid after raid after raid just for the level design. How many games would you replay the same content week after week after week for 3 months? None. It's the drops and the rng that manipulates the human psyche. It's not hard to see through.
