Pve: Icebreaker Pvp: Patience and time

Depends on the situation, as others have said. Patience and Time has the Field Scout perk, and one of my armor pieces lets me carry more special weapon ammo, so combined I can carry 25 rounds with Patience and Time (24 without the armor perk), which compensates a lot for not being able to generate its own ammo. I can get off seven, maybe eight rounds tops with Ice Breaker in a rapid fire situation before I have to start waiting for ammo to regenerate, which can be a pain at times. In that same period I can probably get off nearly twice as many rounds with Patience and Time because it has almost no recoil, compared Ice Breaker which has lots of recoil. Note that Ice Breaker doesn't just make ammo for itself, it makes special weapon ammo. If it has a full clip and you switch to a different special weapon it's about half full of ammo. If I switch to Patience and Time it will have 12 rounds in it, for example. Switching back and forth is a bit of a pain, but at least it's an option. So even if Ice Breaker isn't your go-to special weapon it's nice to have in your inventory because it can generate ammo for any special weapon. If you're relying on ammo drops, Patience and Time seems to pick up a lot of ammo, 8-10 rounds from a single green box. My only real issue with Patience and Time is that aiming with it is slow. It's slower than my Epitaph legendary snipers unless I turn on the Snapshot perk, at which point aiming isn't "incredibly fast," it just doesn't feel incredibly slow at times. But then I have to make do with 16 rounds instead of 24.

I can get off several more shots on Atheon using PaT than ib owing to breakers insane recoil. You hit harder per shot with breaker, but can easily do more total damage with pat

As Solid Snake once said: "Infinite Ammo!". I'll take The Icebreaker... or should I say I need the Icebreaker.
