Luckily the Iron Banner boots will help me get there, but there has got to be a better way for PvE players. Solution: Chatterwhites can be the Raid currency, since you pretty much always get one with each Raid completion. Whichever vendor (maybe a new wandering Raid vendor like Xur) will accept chatterwhites as currency. Each piece of raid armor costs 4 Chatterwhites. So it would still take several hours to earn each piece, and you might get lucky and get them as an RNG drop. But just in case you don't, you can at least feel like each Raid is still giving you progress towards *something*. Maybe even have someone sell Raid engrams (random raid armor) for 4 chatterwhites.
