patience and time & icebreaker
Soo I've got a question,
Currently I'm wearing the patience and time and I've heard rumors that you can't get the Icebreaker while wearing the Patience and Time. Is that true?

no that's not true who said that Also if Xur has it in his weekly sale it would not matter. That would be weird if you had the P&T equipped and Xur had the ice breaker and it would not let you buy it while your P&T was equipped

As far as we know, the gear you own or have equipped has no impact on RNG.
