Weapon stats dont add up in crucible

Is it just me that's noticing this? I've been playing crucible for some time now and I love it and its probably the only thing keeping gamers from trading in this game right now. But my issue today is that I love scout rifles in pve for various reasons and one in particular is high IMPACT. For PvP I prefer auto rifles but today out of curiosity I just decided to put down my auto rifle while playing PvP and switch to my maxed out legendary scout rifle (A.1F19X-RYL) which does have a low fire rate but has a high impact rating especially compared to auto rifles. But to my surprise it sucked. I mean big time. I thought bungie had buffed these. I was doing 21 for a body shot and 41 for head shot. Wtf????. Then I so happens that after the match I received a rare scout rifle called ( Bronzed Yamaduta Sr4 ) I decided to try this rifle due to a little higher rate of fire but with 1/3 less impact and a little less range and to my surprise, it does 41 bodyshot and 61 headshot!! I mean wtf. At this point I started to massacre people with this weapon but the stats of this game left me puzzled?? Could you guys give me an idea of how the damage is calculated or dealt with pertaining to these guns in crucible because I can't get how a maxed legendary scout with that amount of impact could pale in comparison to a gun of way lesser attack , impact and range rating and being a rare gun.
