Duplicate weapon perks?
I found a legendary shotgun "Judgment VI" that has a duplicate perk "Kills with this weapon reduce the cooldown of your grenade" (see the attached image), is this a bug or the benefit's effects are doubled for real?

To me that looks like a writing error on someones part. I am not familiar with that weapon and have not seen that type of double perk on another weapon. Cool if it would work as a double effect though!
