It's getting very annoying that legendary packages still can give out Rare quality engrams.. If engrams can only give out their quality or higher, why can't packages do too? We obviously work hard to obtain the drops and gain experience for our favored factions. So why can we not earn legendaries from those packages our secret admirers send us? It only seems fair that after all the findings I've taken to Master Rahool for greater knowledge that he gives me legendary gear/loot as a thank you. TL;DR - It's getting very frustrating that at Cryptarch rank 20, I am still finding Rare engrams in legendary packages.
