I am currently using the Stranger's Rifle (209/215 Attack) and just chose to Upgrade Damage which should have set it to 215 now, but it is still showing 209. The "perk" is activated and solid blue. This has been the only weapon I haven't been able to increase attack on since the weapons hotfix today. I don't see any other way to report bugs for the game - if there is such a place, please let me know - it should likely be linked somewhere prominent.
