I have posted this idea before in another thread, but I believe this may be a way to compromise on trading between players.
This suggestion is a hybrid of auction house and a system controlled vendor. You would sell items to the "reseller", you get seller tokens based on the item and upgrades. You can then use these tokens to buy equipment that others have sold to the "reseller". All prices would be controlled by the system and would be based on the item being sold/bought and what upgrades/unlocks the piece of equipment has purchased.
Here is a start on what the prices [b]could[/b] be.

With these numbers you would have to sell 40 legendaries to purchase an exotic, 400 rares to purchase an exotic, or 2000 uncommons to purchase an exotic.
There are pros and cons to this system.
