Getting to Level 2 of FWC and 3 of Crucible didn't give me a letter from the Postmaster
I'm not sure what happened with this patch, but when I turned in bounties to level my Factions I didn't get anything from the Postmaster...

Postmaster packages start to show up after lvl 3.

Because level 2 and 3 you don't get anything from the postmaster. It only happens after 3
