BUNGIE SUPPORT STAFF PLEASE READ! PS4 > PS3 and PS3 > PS4 missing content issues!

I recently purchased a copy of the game digitally on PS3 after downloading and everything I proceeded to download my free digital copy on PS4. I started playing Destiny on PS4 on launch day and only bought the PS3 version so that I can play with my PS3 friends and when they're not on I'd hop back on PS4. I also bought the Expansion Pack for PS4 the day of launch when I got my disc based copy. So basically I had already purchased Destiny first on PS4 (disc) and tonight I purchased the PS3 version digitally. So basically my PS4 version can be played without the disc now as I was given a free digital copy of Destiny upon buying the game on PS3. I've been trying to download my expansion pack that I already own on PS4 on my PS3 because I was under the assumption that I could do that. Upon further reading I saw that if I purchased it on PS3 I could download it again for free on PS4 so that both systems have matching content. Why can I not download the pack for PS3 considering I already paid for it? Both systems list the pack at the same price so I don't see why I can't download it for my PS3? Will I be losing items or gear that I downloaded on my PS4 at launch, stuff like shaders, sparowes, grimoire cards, etc. I spent forever looking for a direct email to contact bungie support but couldn't find one. please help id appreciate it. WHY DOESN'T THIS SITE HAVE A SUPPORT NUMBER OR EMAIL THAT WE CAN CONTACT DIRECTLY INSTEAD OF PRAYING OUR SUPPORT QUESTIONS(TICKETS) DON'T GET LOST IN THE FORUMS WHEN TRYING TO CONTACT TECHNICAL SUPPORT!!!!
