Would you risk paying 23 Strange Coins for an Exotic Engram from Xur? Considering Cryptarch's reputation?
How do we know they are not in this together. Xur is an Agent of the Nine. Perhaps Cryptarch is one of the other 8 theieves and scoundrels.
