I'm a level 23 Titan, and have a level 20 Warlock and level 20 Hunter

2 RepliesYou can't even find Legendary engrams until you are at least 20 so that's basically 2 of your characters out of the picture so it's left to your lvl 23 which is around the lvl people start to get them (from personal experience and all my friends).
