ps3 to ps4 9.99 upgrade?

Hello I bought the regular ps3 version if destiny and now I have a ps4. Does anyone know when they will sell the upgrade to ps4 for 9.99 like they did with other titles at release?

The only upgrade is if you bought it digitally you got the ps4 copy for free.

Anyone!!! All I see is complaining about Legendary items not popping up after some of you purchased the game twice; Something I will not do, and you shouldn't had done it either.
