Bug - Name Tags Flashing
Video explains it all, when in the tower player name tags flash when viewed through objects.

I've seen this too. Also, during strike some names are green even when they aren't on the fire team

Yah the farther you get from the name tags in the tower the glitchier some of them get, sometimes they even move all over the screen, not just in a small space
