Keep in mind I am a PC and Xbox gamer. Anyway it's well known PC gamers have pretty powerful machines and can get better graphics and what not compared to consoles. Unfortunately as much as we/they like to brag the games will never be able to match consoles and push the benchmark...Why? Because those high end machines exist in 1% of the PC market, game developers have to get their game working on machines 10 years old as well as cater to the top. The problem here is the lower the benchmark the better the game performs compared to the top because programers are more experienced on the older hardware. Sure you get games like Crysis and SupCom but they effect separate pieces of hardware for example Crysis is Graphically powerful while SupCom melts the CPU. Because consoles don't change for years Developers learn to push the limitations and create games just as good as PC's at the mid range. It'll take us to the next generation of game consoles before the performance of today's high end machines can be fully utilized. And in the long run it's not consoles limiting the capabilities of PC gaming it's the PC's and technology themselves hold the platform back. We can get great looking games thanks to Modders, but you won't see a developer push for life like graphics compared to the 1st crysis graphics mod or GTA 4 graphic mod.
