Bungie Code Solving [BSC] Task one: Mail Sack image.

Do with it what you will if it may help find the solution.

Now, I believe that this is either a pictogram of sorts, or a text cipher.
But if you look closely you will notice that the second row is an inverse of the first.
Anyone who wants to help, feel free to post your thoughts. I will add to the OP any theory that seems to require further investigation.
