The explanations are: A) It was taken from Devianart B) An outside ad agency made that concept art Bungie themselves did not make some of the concept art you have seen.

Actually it is a real method for Concept art designers to sometimes reuse some old concept art from other games and just add on un-till they create there own model. Bungie never released these pictures to the public they were leaked. Who knows if they ever planned to release these particular photos to the public.

I'm guessing that an advertising company trying to describe a game is a bit less concerned with making original, beautiful art than official Bungie concept art would be like the one Bungie posted themselves on the front page story.

Entirely possible that this isn't bungie's work, and that someone shopped that and threw it into the mix.
