All they have to do is press the "Join Group" button and they're in the group. If you've got the group set so that only those with your permission can join then they can still join the group however they'll be waiting in the queue. To look at the queue you go to the members page and those who're waiting in the queue shall be separated from those who're actually in the group. You can then choose to either accept the people that are waiting in the queue or deny them access to your group.

If you made a group on Bungie.net then all you have to do is create a thread here in the Classifieds (or edit this thread*), link the group by using the [url][/url text formatting and explain bit about your group like why you want people to join your group.
