What graphics editor do you recommend using to create custom content for games on the PC, such as The Sims 2?

Are you sure they are not just meaning something like paint? or a drawing package? Sometimes things are called very odd names for what they are. In paint you can technically 'edit' graphics. Or it might mean a photo editing package.. Dunno as I am not versed in comp speak.

Eh, not that I know of. According to the manual , you have to create custom content in "your favourite graphics editor". I don't have a "favourite graphics editor", which is why I'm searching for someone who does.
