Max damage seems to be 339.. I don't see this as much of a problem:
Vex(last tier raid exotic) - 323
Normal Weapons (TDB) - 331
Necro (current tier raid exotic) - 339
I bet next expansion Necro will be 8 behind regular exotics and the newest raid will be 8 ahead

I don't know how people are getting the gun with a higher impact damage, and unless DeeJ comes in to confirm the drops, I'm going with this picture... And this picture only. If you're bright, you'd do the same.
