In order to make limited events and raids more appealing, I think it would be a good idea to do the following:
1. Weapons and Armor have higher stats and damage over all other items
2. When releasing new DLC the previous raids automatically scale items to higher stats/damage
3. Raids should be tiered, VoG should be 1 step below Crota, and Crota is one step below Wolves.
4. Allow Hard modes for all raids to be equal with difficulty and items.
Limited events should provide highest available damage and armor. Should also have unique perks like having extras over all others.
Raids should scale to allow players to build up weapons and armor. All hard modes should allow drops of top tier.
All items are available only in raids and limited events. This includes PvP events.
Basically these overpowered items would be the standard versions equal to legendary items in the next DLC. The only additional perks above those items would be the extra perk/stats only found in raids and limited events.
