How should I progress past the level 25 "barrier"
I am a level 25 and I have been for a while. I don't know what to do next to get above that. All the gear I get is lower than the stuff I have. Should I do a raid? Please Comment.

Stuck with 20 light rares in all places? Vanguard is the easiest option. Rank 2 with them and the arms and boots do not need vanguard commendations. They light level 33, so, that will raise you. Also, be sure to equip whatever exotic comes your way that you can equip. They come at either base 24 or base 30 light and some powerful buffs as well.

Strikes and bounties. Only way.. Need to buy legendary gear. Crucible for gear too. Boots and arms should be the first thing you get. The raid normal mode on vog for shards.

Buy Legendary Vanguard/Crucible/Faction gear and raid, raid, raid. You need about 100 Ascendant Shards to cap out the new gear so buy boots and gauntlets as often as possible to dismantle them for more Shards. Chase Public Events for more Ascendant Materials via one of the many apps available for free in your app store. DestinyLFG.com will get you hooked up with a group anytime. Work at vanguard marks for the strikes, they help. I'm not the hardest core guy here because I don't raid every day, only ever only had one piece of raid gear, and now I'm level 30. Just stick to vanguard marks until you feel you're good enough to raid, don't go in blindly just because you need to get better.

Grind strikes for vanguard marks/rep to buy lvl 31 gear from vanguard vendor.

Tiger vanguard strikes / or crucible until you have enough faction and marks to buy the armor from them it will take you to 31.

You can buy gear with 33 light. No reason now to be stuck
