Here is one good reason why you should have been able to get to 32. and makes alot of peoples complaints about it invalid. Most complaints are of course about "fake" 32s Here is why those people are not very smart. Even if Iron banner allowed lvl 32 gear to be obtained (arms and boots) you STILL need 2 pieces of raid gear both the helm AND the chest piece. So basically you would still have to do the raid (and for most that would still need to be done multiple times) Meaning non dlc owners still could only reach 31 just lile right now and wouldnt really change any core mechanics. Whole point of a limited tome constantly resetting event is to obtain ONE TIME gear after all isnt it. If i can obtain the same things in other places both faster and easier (vendors) them why bother. Personally im only getting the weapon (sniper) simply because of its new damage cap, everything else is just a waste of my money though.
