You can start playing it when your level 27. You will be at an extreme disadvantage because by the time you get to crota the enemies will be set at level 32. You will be 5 levels under and most likely won't even live one shot from the acolytes. My suggestion to you - if you really want to do crota's end, save up a lot of marks (your max is 200. Helmet costs 120, everything else costs 75) and 2 commendations and buy the new armor. Level all of them so they all have at least 30 light. If you need shards run the VoG. If you want to try your luck at crota's gear, exotics, radiant shards/energy, start up the new raid. When you drop down into the pit, run to the wall and search for a door. As long as you are not that guy with unmaxed weapons, I am a pretty happy guy. I hate going into raids with people who have not leveled up their guns. Oh you have a icebreaker and gjallahorn? Oh wait, there not maxed. Now they are like any blue weapon.

Im level 30 titan, will i be vulnerable but the time I get to Crota? I have never done the raid before so I want to know befire I start it this weekend.
