Bungie never answers specifically why they are withholding a bunch of content and new content coming out soon from the Xbox community. They always give a lame beat around bush answer. If they cared about their "fan base" so much as they say they do, then why hold any content back at all? Better yet for an ENTIRE year. Call of Duty released new content first for the Xbox consol, sure. Do you also know what came out merely a single month later? The same content for the Playstation users. So holding a bunch of content from their majority fan base is obsurd and entirely ass backwards. Here's to you Bungie and me for supporting you since the first day Halo was released and so after.
