Leveling (Partial Light level)
I'm curious as to whether or not anyone knows if part light levels make a difference.
For example,
say I'm 29 and a quarter, will I do less damage and receive more damage than someone with a light level of 29 and 3 quarters?
Any insight will be helpful.

Great question. I just assumed it was solid blocks per level, with no in between advantage. Would be nice if that's incorrect!

I wonder the same thing, but from my experience it seems like there's no difference. I I Would constantly switch exotics that alter my level from 3/4 29 and 1/4 29 and saw no difference in damage. I could be wrong though.

No your light doesn't matter, only the level displayed matters.
