I've always suspected that proximity chat was scrapped from the game because it might have hurt player immersion. Regardless of why it was excluded, I'd like to recommend a solution.
The current system of joining a fire team or party is just awful. I've never felt so lonely playing an online game as I do in Destiny. Instead, my idea was to put the Dance/Sit/Point/Wave buttons behind one of the D-pad directions, then use the other 3 directions for a simple point-to-point voice channel.
This way Patrolling, Missioning, or even Striking guardians would be able to decide if they want to team up for a bit, without navigating the console's menus or joining a fire team to have to RTO before reloading the area they're already in. I'll leave to details to the experts at Bungie.
