So I think by now everyone knows that the Thorn doesn't really live up to it's exotic title. Anytime something like this needs a buff it risks being buffed too much, so I had a thought that I think would serve to alleviate this.
Consider how Thorn's damage over time effect works. You shoot an enemy, the lingering effect is activated, and the enemy takes normal (let's call it: body-shot) damage over time. The effect doesn't care where you shot the enemy, it does the same damage amount of damage over time.
Now imagine if the effect distinguished between body-shots and precision-shots (I'd say head-shots but...Vex). What if precision-shots altered the effect to do increased (precision) damage over time? As if the lingering effect does more damage by directly effecting a critical hit location? For lower level, minion enemies this is inconsequential as a precision shot is most likely a 1-hit-kill anyway, but on higher level minions and boss enemies this would give the Thorn a new unique advantage. Instead of feeling like you have to pop out as many shots as possible before getting behind cover, Thorn users could instead fire one, precise shot and then return to cover and wait for the effect to wear off before shooting again. This would be the recommended strategy to get the most out of each shot since, as far as I can tell, the lingering effect does not stack with additional shots on targets.
So, thoughts?

Thorn needs a significantly shorter reload time, and maybe have it's armor piercing pierce like a sniper rifle. Thats all it really needs.
