It's the overall game mechanics and map sizes.
People take so many bullets to die and the fact hardly any map leaves a vast space between you and who ever that it's largely easy to run around shotgun or fusion rifles equipped and just run straight at them, once close enough blam you dead. And on the odd chance you aren't close enough to OHK them you can melee them to finish the job.
The shotguns are weak as hell now, until you get to within melee range. That's that.
I only hope they re think the shotgun class all together.
They should rework them to be more effective at longer ranges, and reduce their effectiveness at close range so that it at least takes one close shot and a melee hit to kill a dude.
Once that happens shotguns will be a go to choice for closer quarter but stop randy BKs just running into each other.

Sort of thought about it more. The fusion rifles insta death shot at close range is also a -blam!-ing bag of crap. In PvE enemies at higher levels don't disintegrate from a single shot so why in PvP we do?? Its too could do with a general need/buff at medium range they are next to useless do to charge time and amount of damage and accuracy they have. Nerf Danage at close range and buff it's range and accuracy and range to at least fight against an auto rifle.

Yep, your right. People only think shotguns are OP because of the lack of bigger maps. If all the maps were battlefield size, everyone would complain about snipers. At least people don't complain about snipers on battlefield 4, because if they did then all hope would be lost!
