I've seen many people complain that Iron Banner needs a reputation reward for losers so that they won't quit. I think this is putting the debate in the wrong light. Instead it asking how to bribe bad players to not quit, we should keep them from being rewarded for poor sportsmanship.
In that regard, I suggest that anyone who quits should receive a ban on earning Iron Banner reputation for around 15 minuets. That way if they quit, they still won't get any reputation even I'd they find a winning game. Giving that extra push for victory will be the more beneficial option.
Others have suggested losing reputation instead. I am not a fan of this as much, If for nothing else than I don't want to open the door to losing rep in other factions, but this does fit for the theme of Iron Banner
Edit: we could think of this in terms of heading to orbit? I feel this gives an opportunity for penalty evasion, but I guess the servers are kind of terrible...As such, I have removed disconnect from above.
Edit: 63% were in favor of a penalty as of EST 10/16. Something to remember for next time bungie

I would like that if the Crucible didn't have too many one-shots to rage about. #ragerAndProud
