It's not entirely accurate. For instance Mothyards is 95% an event at 00 and 30. Have done that event maybe 30-35 times and it's never not popped. I typically do Earth rotations for public events. I'd hoped to find something similar on the other planets but it seems they aren't as regular or well spaced. Which sucks because I get bored of the Earth runs, waiting for things to spawn.
