Loot Drop System - suggestion for fix

Everyone can agree that the loot system isn't where it needs to be. Granted, I understand that it's not meant to be as drop-crazy as something like Borderlands, but there ARE expectations that people have in semi-loot-based RPGs that should be followed. What I mean by that, is that there should be guaranteed types of enemies in PvE that drop engrams. Mainly I'm talking about bosses and special enemies. I think that the loot system for normal enemies is fine, where random enemies can drop random types of loot. It allows for that "big fish" story where you got a legendary gun off a Dreg who apparently didn't know the engram he was carrying, and also allows newer players a chance at some decent gear. I believe that special enemies, those with yellow names, should regularly drop Engrams upon death. They're more powerful than normal enemies and harder to kill, so I think they should drop something normally. Now, I know that the different worlds can and do have some regularly spawning special enemies, so that could still be farmed, but you have missions like on Earth with that Fallen Archon, or on Mars with the 3 lieutenants and the tank where those should drop Encoded or Encrypted Engrams upon death. Now the bigger thing would involve Strikes, where you have bosses at the end. Upon death, I think the bosses should drop a Decoherent Engram, from normal Strikes through to Vanguard Viper Strikes. I believe that they should also have a small chance of droping Legendary Engrams instead of Decoherent Engrams, but obviously this would be a 1 in 100 sort of thing. Perhaps for the Vanguard Wolf and Vanguard Tiger Strike Playlists, it should be a 1 in 10 chance to find a Legendary Engram instead. The biggest thing about this change would probably come from Raids. I don't know much about them myself, other than hearing that the Raids actually involve SEVERAL bosses to get through. I think that each boss in a Raid should drop a Legendary Engram, with the small chance to drop an Exotic Engram instead (again being 1 in 100, or maybe 1 in 1000) upon death. There doesn't need to be a boost in amount of drops for all enemies. This doesn't have to become Borderlands where you're sorting through loot after defeating each small army, but when you beat special enemies and bosses you SHOULD be rewarded with an Engram of some kind. Now I'm not saying that it should be straight-up Rare, Legendary, or Exotic equipment that is dropped, but people should have the CHANCE at getting this kind of gear with Decoherent Engrams and Legendary Engrams. You'd get more people focusing on Strikes and Raids knowing that they're guaranteed Engrams and far less farming a cave in Old Russia because the drop rates are the same between all types of enemies. Whether or not players would actually GET Legendary Gear from Decoherent Engrams or Legendary Engrams, well, that's all up to chance.
