His name is Xur, Agent of the nine, and he sells exotic, rare, and legendary weapons for a price of "strange coins". He requires a pricy bit of coins for one of his very special weapons but don't worry, it's well worth it. Xur only appears in the tower on Fridays, Saturdays, and Sunday's.
