Here's the restrictions (which are fair and acts as if the game was a physical game):
-Can share with up to 10 people.
-Games that require 3rd party software (like GFWL), games that require a login (mainly F2P games), and subscription based games cannot be shared.
-Only 1 person can be playing a game at any given time, with the Steam library holder taking priority.

I am actually kind of curious as to how offline play will work. Will that disable the feature or could I possibly play offline and allow someone to play my library at the same time.

Oh my God. Does Steam always have to top-trump everything else? I mean, come on that was something the Xbox One was going to eventually reimplement but Valve went, "Nope, nope, nope. We're here now. We got this. Now." And then into Beta it went. Wow. Well. Great. I mean, seriously, the Steam Box will probably be able to compete with the Xbox One now with cheap Steam games...

No? So then, I guess instead of trying to make this feature available to all Microsoft customers, they should restrict it to digital sales only...

Based Gaben. It's not really taking potshots at MS at all. Its a (rather good) way of reducing the acts of piracy that everybody claims plagues the PC gaming platform. People will be more inclined to borrow a game they know a friend has got, than pirate it. The fact that the game "logs out" when the owner comes back on is ingenious too - it asks you if you want to buy the game to continue playing, so may even end up boosting sales too.

This is like Steam slapping Microsoft is a massive hardon, holy crap. This is awesome too, I have a younger brother who wants to play some games, but stuff is expensive you know? Now he can share my library with me.
