Truly MMO, hundreds to thousands of players per server (this is key to my game idea)
zombies or hordes of future enemies beseiging cities, fortifications, etc.
Persistent world, always on, has to be a constant number of players coming and going to reinforce.
Have players erect barricades, extra bunkers, scout missions, supply runs.
amount and difficulty of enemy mobs determined by number of players online. Would also encourage teaming up and working together in groups.
gain experience for weapon types, melee, and fortification.
essentially a 360 degree castle seige game, with hotspots all over map
If a town/location is over-run enemy controls it and players cannot use location facilities until location is re-taken.
Vehicles help with transport around battlefield.
Regular seige broken by events like enemy monsterous attacks, armor attacks, bombardments, etc
Bonuses for squad, battery, division coherency/proximity...help those you are involved with for experience and buffs.
lone wolves can help protect clan outposts thru deployment menu. Clans can ally into alliances to create cities?
Events can include special missions to destroy enemy outposts, convoys, camps, etc.
Spawn "camps" can be discovered with exploration...these would be spawn points outside the cities/outposts/fortifications allowing places to regroup or rally.
Other MMO's can and do have thousands of people in a server, so why not a real war action/strategy game, getting sick of games that portray war as 16 vs 16 deathmatches or a siege of enemies being 25 npcs running at you from a fixed spawn point...Let's get all aspects of battle in here: infiltration, intelligence gathering, capturing, clearing, air raids, formations, breaching, holding position, fortifying, etc etc etc, the real deal! Also, don't say it's stupid or impossible, I know many people who agree it would be amazing, we just may not have the hardware or bandwidth to support it yet they say.
Anyway, make your mark above if you would or wouldn't like to see a game like this.

Every time somebody describes their game as being "persistent world" online, I punch babies. It's the new (irritating) buzzword for developers...

Sounds like PlanetSide 2 minus the cities.

This game idea sounds really fun, but incredibly hard to implement

I'm going into the gaming industry post college. Would you like to create a company?
