Should governments stop making laws for technology?

Basically we have all these governments and politicians all in their 40's to 70's dictating how the internet and technology should be handled. Should they leave those laws to be implemented by those who knows how the technology is used? For example; Laws have been passed to stop trolling because people are telling others to go and die, now the lot of us on here being a troll is just winding somebody up (Pulling their leg) not making death threats. Or again trolling is "illegal" but the definition of the troll is all wrong they hear it's a popular term online and use that to brand the wrong people and strangely giving trolls a bad name. Also things like video games are being heavily scrutinized, they didn't or don't play video games but the younger generations do, in what way do they feel they know the subject well enough to start pushing laws through? As far as im concerned these old bastards can't program a DVD recorder or set their time and date on a computer and the LOL = Lots of Love (Brits know what I mean). So should the technology and internet based laws be put aside for the generation that knows more about them? This would probably stop these "snooping laws" even being considered.
