Depends on the speed of the Host. I've played with many people overseas and I never really had that much of a problem at least in the wee hours of the morning. Now during peek times I can maybe see where the filter would be a good Idea. But I think it still comes down to how bad is the traffic in a given region and how up to date everyones carrier equipment is to find the best route for the data to get through.
