I have an idea that Dr. Halsey and Kelly went to another Halo. Maybe she wanted to get something for the suit far more advanced than human tech. If i remember also the procedure was s'posed to be painful for a spartan. Maybe she decided to go striaght to earth to get something done. Just my 2 cents. Please add on or fix or make new ideas about this. Lets see your ideas.
