are bungie employee's the only one's who can get custom avatars?

apparently you can send in a custom avatar (90 x 90 pixels) for Bungie to approve. if it worthy they will add it to their gallery, just don't use a screenshot, they can do that themselves... I can'tr remember where i read this but i know its on B-Net so look around
