I am fairly certain the cure didn't actually do anything and it was just the Flood retreating because humanity proved themselves worthy to uphold the Mantle by sacrificing a third of their population. Also, where was it said that Precursor tech needs the Organon to work? Bornstellar admitted it was just a myth, but he hoped it was true.
