Can Something Like Rain In A Game Bring New Feelings?

Rain is no stranger to gaming. It is used effectively in games like Splinter Cell, Heavy Rain (lol), and many others... However, it serves nothing more than an environment feature for us to admire. For now... Can a game create something as simple as rain and make it something more? Even if it is only for a brief moment? Well, in Metro Last Light; they seem to try that theory out a little bit at a key moment. It serves as a strange addition to a world ravaged and decayed. You will see what I mean in the video below.
Posted by: ParagonRenegade I rarely see game companies/movies make good use of the environment and camera; they treat them like backdrops/a means to an end rather than an end on itself. You guys know what I mean?
I see what you're saying but there are some exceptions, such as Inception.
And The Road.
