You might be correct about the developing of the story, however: Spartan 2's do NOT need AI's to be kept sane. AI's are there to improve their reflexes and to hack into enemy systems (the intel part doesn't really require an integrated AI) If for some reason Chief would go "insane" it would be because he has a special bond with cortana. But that would just be his human part, to be more precise: "love". I really don't understand where you got the idea that spartan 2's need AI's to stay sane. The first time cortana was integrated within the chief was in 2552 (correct me if i'm wrong) just before the fall of reach. That also was the first time any smart AI was integrated within a spartan 2 (also correct me if i'm wrong here), either way: spartan 2's functioned perfectly fine for at least 30 years without the help of any integrated AI.
