It's a known fact in the gaming industry that new IPs don't get very far nowadays on current generation consoles, which means it wouldn't be too crazy to assume Bungie knows this and wants to wait and release Destiny alongside the next-gen consoles as a launch title.
This time period is by far the best time to ever release new IPs, and with all the rumors of the consoles coming in 2013, it's possible we could see a debut trailer at the VGAs coming up soon. Since Bungie likes to announce their games about a year before release, this seems reasonable.

But I still disagree. I do agree with Elite Mouse. Bungie already has a huge fanbase and reputation. They aren't some new company nobody has heard of releasing its first title. Add in the fact that developing titles for new consoles requires DEV kits for those consoles, Sony and Microsoft just started releasing their DEV kits which would barely give Bungie a year to start over on a title they supposedly started working on over 3 years ago. It would be a catastrophic flop for Bungie to release there brand new IP for a new console. Your statement on launch titles that come with new consoles is inaccurate. Mouse's post was very accurate in why this is so.
