I am going to have to say that it's a tie between Kai Leng, Saren 2.0- I mean the Illusive Man and the Catalyst vent boy from Mass Effect 3.

Sarah Palmer.
-
Vaas and Claptrap definitely.
-
Posted by: Sepoquro Claptrap definitely.
The only one I can think of is the star child from ME3. But it wasn't really a character so I don't know if it counts here.
Posted by: Thrasher Fan Sarah Palmer.
What is so bad about her? I never noticed anything. I watched all current spartan ops vids and I'm only a few missions into campaign, the desert one with the mammoth. [Edited on 01.05.2013 5:36 AM PST]

Master Chief. I'll admit that his character has been moderately improved upon since Halo 4, (kudos to 343) but I still think he's an arid, drab, lifeless construct of a character that I have no emotional investment in whatsoever.

Palmer is pretty terribly written.

I agree with the OP. Ever since that -blam!- boy opened his mouth, I hated him.
-
I don't get how people can say Palmer is a bad character. It's like saying Random Marine#104 or Random Marine#36 is a bad character. But yeah, star child takes it.
-
343s Master Chief.
Posted by: Mythical Wolf 343s Master Chief.
Your blind hate for Halo 4 is amusing.
Posted by: Mythical Wolf 343s Master Chief.
What exactly was so bad about him? [Edited on 01.05.2013 6:17 AM PST]

Star Child
-
That flippin' Catalyst from ME3. He's a walking deus ex machina.
Posted by: BerzerkCommando
Posted by: Mythical Wolf 343s Master Chief.
What exactly was so bad about him?
I think it was the amount of pointless talking/emotional side.
Posted by: BerzerkCommando
Posted by: Mythical Wolf 343s Master Chief.
What exactly was so bad about him?
He actually had a character this time, too strange for some people. [Edited on 01.05.2013 6:21 AM PST]

Master chief. Crimson.

What's so bad about him showing emotions? It's better than him being a piece of cardboard. [Edited on 01.05.2013 6:22 AM PST]
Posted by: Thrasher Fan Sarah Palmer.
^ I second this.

The Illiusive man was never a bad character. I agree with kai leng though. [Edited on 01.05.2013 6:29 AM PST]
