Why is New Phoenix under Quarantine?

There doesn't seem to be anything infectious around. I suppose they're being cautious of the possibility of the composer's effects being virulent. Or the UEG is covering up the fact that the enemy has a weapon that turns people into piles of ash.

 • They are covering up the fact the entire population was annihilated by the composer.

 • Well for one thing, they don't know the full effects of how the composer works. Let's say you were confronted with something as powerful as a tool that could eradicate all life in a given area. You have no idea how it works, so the safest route is to ensure that nobody unauthorized makes their way into the area. It's protection of the people, as far as I'm concerned. I suppose it's one of those things where you can't assume that you already know it's okay to repopulate the city.

Mass panic would break out if knowledge of a new greater threat that aims kill them all got out. Not exactly great for morale if the public were aware of the complete details.

 • I'd say it's pretty hard to hide a massive beam that hit a city. Then contact is lost, and the city gets quarantined later... And that one guy in Majestic gt asked if he knew, not know, people at NP.

 • Pretty sure Spartan IVs know, and I'm sure many suspect. But the official stance is probably that there's a disease outbreak.
